Owners Rep / Project Management / Project Engineer Services: 

A. PLANNING (Development / Site Evaluation) AND DESIGN PHASE
    1. Project Management: 
        A. Organize and lead Project / Development Team

        B. Chair Team Meetings and prepare meeting minutes
            see "Agenda” and Meeting Minutes” Format 
        C. Establish Development / Site Evaluation(Feasibility) process and criteria
        D. Assist with Owner Development Agreements
        E. Assist with Owner Market Evaluation 
        F. Provide or Assist with Owner Site Evaluation
        G. Assist Owner with selection of Management &/or Leasing Company
        H. Assist Owner with site acquisition / landlord lease negotiations 
        I. Identify and coordinate regulatory constraints relative to feasibility criteria
        J. Assist Owner with Final Site Plan Review and Coordinate Regulatory Approvals
        K. Assemble Project Team: 
                - Issuance of RFP’s            
                - Interviews
                - Contract Negotiations and award for all Team Consultants including:
                        > Architect
                        > General Contractor
                        > Construction Manager
                        > Subcontractors
                        > Vendors and Suppliers
        L. Prepare Project Development / Management Manual
        M. Establish project scope with A/E team
        N. Establish and implement Project Controls ACTION System

        O. Coordinate all project Design Phases including all Owner review & approvals
        P. Review all Design, Bid and Construction Documents for Bid-Ability and Constructability 
        Q. Coordinate Design Document review and approval with Owners related departments 
        R. Coordinate communication with relevant community organizations regarding project design
        S. Coordinate Site Plan Review and Approvals with applicable Governing  Bodies
        T. Serve as resource to the entire A/E and Project Team


    2. Time Management: 
        A. Prepare Master Project Schedule incorporating all aspects of this Responsibility Matrix
        B. Prepare Critical Path Network Analysis or Bar Chart Schedules as appropriate 

    3. Cost Management: 
        A. Prepare Total Project Budget including Master Plan / Development / Program / Schematic Design / Design Development and Construction Document Budget Estimates

        B. Prepare facility specific Project Performa’s incorporating ownership vs. Landlord / Tenant Lease / Tenant Improvements options
        C. Assist with Owner Financial Structure and obtaining Financing:
                - Assist with ProForma Development
                - Assist with Housing Unit Type & Income Projections
                - Assist with Operating Budget
                - Assist with Debt Service & Financing Cost Calculations
                - Assist with developing Sources & Uses of Funds Calculations
                - Assist with 10yr & 20yr Cash Flow Statements
        D. Coordinate Structure of Financing
        E. Manage and finalize General Contractor Sworn Construction Statement and related Governing Body Compliance and Risk Management requirements 
        F. Coordinate Finalization of Project Financing with Owners related departments and Owners Financial Consultants if applicable
        G. Assist Owner with Construction Loan Closing
        H. Coordinate value engineering analysis 
        I. Establish cost control system format

B. PRE-CONSTRUCTION (BID & AWARD) PHASE 
   
     1. Project Management:     
        A. Chair owner project coordination meetings and prepare meeting minutes 
        B. Review design documents for conformance to budget/architect agreements/construction contract
        C. Review Specification General Conditions
        D. Review contracts to be used 
        E. Revise/update the Project Management Plan 
        F. Review working drawings / specs for conformance to budget  
        G. Review and assist with preparation of individual specification "scope of work" sections for each trade prepared by A/E if applicable 
        H. Establish Invited Bidders List
        I. Coordinate issuing the bid documents
        J. Coordinate advertisements for bids
        K. Establish and hold pre-bid conferences
        L. Coordinate issuance of addenda
        M. Coordinate response to pre-bid questions
        N. Breakdown the budget by trade prior to bid openings
        O. Coordinate bid openings
        P. Review bids and prepare Contractor Bid Analysis Summary
        Q. Conduct post bid meetings with contractors
        R. Recommend contract awards
        S. Assist with plan submission for permits
        T. Assist in drafting contracts for owner review 
        U. Coordinate insurance of multiple contracts
        V. Establish and hold pre-construction meetings
        W. Review quality control program

    2. Time Management:
        A. Update Master Schedule
        B. Prepare detailed Construction Phase Schedule 
       
    3. Cost Management:
        A. Update Total Project Budget
        B. Provide detailed updated budget estimates
        C. Coordinate Value Engineering Analysis 
        D. Update cost control system
        E. Review budgets vs. bids and prepare updated budget (Buy-Out Status Report)
        F. Establish plan for reaching desired budget
        G. Prepare Cash Flow Projections document if applicable


C. CONSTRUCTION, COMMISSIONING, And CERTIFICATE Of OCCUPANCY PHASE 
    1. Design Quality Management:             
        A. Establish Design Quality Management Plan with Owner and A / E’s 
        B. Establish Design Quality administration procedures 
        C. Chair Design Quality coordination meetings and prepare meeting minutes 
        D. Addend (or Chair) other meetings as requested, including contractor coordination meetings
        E. Monitor General Contractor Construction Quality Control / Quality Assurance Program
        F. Coordinate shop drawing review process by A / E’s
        G. Prepare monthly status report
        H. Prepare End of Project Report


    2. Project Management: 
        A. Chair Owner project coordination meetings and prepare meeting minutes
        B. Attend(or Chair) all meetings as requested, including contractor coordination meetings and prepare meeting minutes
        C. Establish site facilities plan with superintendent
        D. Establish construction administration procedures     
        E. Monitor quality control program
        F. Coordinate change orders process
        G. Coordinate shop drawing review process by A / E's 
        H. Prepare monthly status report if applicable
        I. Review invoices and monthly Applications for Payment and coordinate payment process
        J. Review contractor adherence to special programs (safety, affirmative action, etc.)
        K. Coordinate contractor dispute issues 
        L. Coordinate "Specialty Consultant" responsible for procurement, delivery and installation of Owners FF & E

        M. Coordinate "Specialty Consultant" responsible for Owners "Move-In" process

    3. Time Management:
        A. Update Master Project Schedule
        B. Prepare, monitor and update Construction Phase Schedule 
        C. Incorporate time impact changes due to change orders
        D. Establish recovery schedules 
        E. Update Master Schedule and advise owner 
        F. Coordinate superintendent activities        
        G. Prepare proposals to expedite completion of project including, if necessary, any cost/benefit analysis of acceleration payments to the Contractor


    4. Cost Management: 
        A. Update Total Project Budget
        B. Update cost estimates as changes develop and advise Owner
        C. Prepare cost summary updates 
        D. Update cost control system
        E. Review and recommend Owner Action for all cost related issues including but not limited to Design Changes, Construction Change Orders, etc.  
        F. Monitor effect of change orders / delays on Project Management fee and reimbursable expenses
        G. Review contractor payment requests 
        H. Prepare cost saving(VE) and quality improvement proposals 


D. FINAL PUNCH LIST, PROJECT CLOSE-OUT and WARRANTY PHASE
    1. Project Management: 
        A. Coordinate obtaining Contractor Substantial Completion Certificates and Certificate of Occupancy and other contract requirements prior to occupancy
        B. Coordinate preparation of the O & M manuals and "as-built" drawings 
        C. Assemble all warranties / guaranties
        D. Take lead role in punch list inspections 
        E. Issue, coordinate, and monitor rapid completion of punch list items following substantial completion
        F. Coordinate "Specialty Consultant" responsible for "Commissioning" of building systems

        G. Establish project close-put procedures 
        H. Issue Final Project Report and Owners Project Manual
            see "Owners Project Manual"

    2. Time Management:
        A. Coordinate / schedule owner's move-in and / or FF & E deliveries 
            see "FF & E Take-Down and Move & Set-Up Schedule"
        B. Compare final actual schedule to original and update schedules for future reference

    3. Cost Management:
        A. Review final Application for Payment
        B. Update and prepare Final Cost Summary
        C. Assist with resolution of all contractor change orders following Substantial Completion
        D. Participate in resolution of any post-completion disputes


E. REPORTS

        A. Provide regular and special written reports and executive summaries at least monthly during the engagement and more frequently on such topics as Owner may request.
